Your rank is very good. If I were in your place I would definitely go for IIT without any doubt. I know NIT surathkal is also good but no NIT is even nearer to top IIITs. If you get chance in top iits then go for it if you have interest in branches you are getting. In IIT you will definitely get lot more opportunities, better faculty, lab and research facilities, competitive environment, etc. Most importantly people love IITians. But if you have interest in CSE you can stay in NIT surathkal also.

Choose IIT it has a brand value attached to it. Although be careful as in the long run of life institutions will not matter but your branch will make the difference. So, if you are not interested in chemical engineering better choose CSE. Just don't run behind IIT because everyone says that.

Your rank in advance is very good. According to me IITs are more better than NITs. No doubt that NIT Surathkal is good but if you getting IITs then you should go for it. If I were in your place then I would surely go for the same. Good luck. It's all depends on your interest.
