I completed my 10+2 with 40%, can I get admission in distance B.Tech?
I stopped studying due to my background, can I start studying again now?

You shouldn't go for distance education especially if you're interested in doing B.Tech, instead you can take admission in UTM Shillong. UTM is actually MIT Pune's campus and is best in North East for their Engineering programme.
