I completed my 12th with 85.5% and got 5.5 band score in IELTS. Can I apply in Canada for a non-medical course?

Yes, you can apply. You may be required to retake the IELTS, for most Bachelor's degree programs an IELTS of 6 is required. Your grades are good and you may check top ranked universities.
