I completed my B.Tech with 64% in ECE, had cleared all the 14 backlogs & got 6.5 in IELTS. Can I go for MS in Canada?

I haven't got less than 6 bands in any stream.

Please mention which MS specialization you are interested in. Please visit the websites of universities offering that course and see the minimum eligibility criteria. Usually the GPA required for MS courses is high, (around 3.6 out of 4) so you will have to see which universities will offer you the
