No, it is not possible to apply for any foreign university without giving IELTS or TOEFL, it is very important because it tests your English language proficiency.

First, you need to clear your backlogs then take IELTS to get into any Canadian college. Some colleges do admit students without IELTS.

No, you cannot apply, because admissions in Canadian university needs good academic background with at least 70% marks and IELTS score of at least 6 bands.
