I couldn't attach my PWD Certificate to my JEE application form and it is submitted with no in PWD category.

So, can it be used now during counseling?

You must produce the Certificate of disability and upload it in the application form of JEE online. Those candidates who do not have a PwD Certificate at the time of the application process will not be considered candidates of the PwD category. They shall be treated as the Open category candidates.
