i cousin is having a madhya pradesd domicile certificate but she wants to join a engineering college in rajasthan. can she for rpet exam?

i want to know that is there any facility for other state domicile to give rajasthan pet exam ? if not then what else they can do to get admission in any engineering college in rajasthan .
