I did B.Sc. in electronic media and then I did technician Certificate but now can I do MBA HR or MBA hospital management?

Yes, Irrespective of our Under Graduation stream, MBA can be done as Masters by anyone. -

You can get to learn all management concepts and make yourself industry ready in 2 years of time. You can choose a job role or industry sector after getting your MBA based on your interests. -
Definitely, you can go for an MBA, MBA (HR), or even an MBA in hospitality management it will depend on which field you want to get into & then you have to give some Management exams & apply for different colleges based on your Scores to get shortlisted for an MBA Programme.
