I did B.Tech (EEE) in 2013. Can I do PG diploma on environmental and sustainable development from IGNOU before doing PG?

I want to do M.Tech in environmental subjects. Am I eligible for it as I am from electrical background? Does PG diploma have good career opportunities than PG?

    Educational Qualification for PG Diploma on Environmental and Sustainable Development at IGNOU is graduate degree from a recognized university. You are eligible for PG Diploma after BTech EEE.
