I did BE (ECE) and the maximum time to clear arrears is exhausted. Still, I have 4 arrears, is there any alternative way to get a degree?

If you have exhausted the maximum time to clear arrears as well, then it will be little difficult, consult the college authorities, if they can help you with this, try to persuade them and quote genuine issue that you faced.
