I did my 10th in 2019 and 12th in 2022. I've repeated 11th class. Can I take 2nd drop and give JEE Mains exam in 2024?

Yes, you can take a second drop and appear for the JEE Mains exam in 2024. The eligibility criteria for JEE Mains does not have a limit on the number of attempts or the duration between your 10th and 12th class exams.
