I did my 12th in 2007 and took admission for BA (political science) in DU but gave it up in 3rd year. Can I get admission for BA?

    Yes, you can. As far as I know, IGNOU does have some age constraints, but if age is not an issue then you surely can get admitted to IGNOU for BA.
