I did my 12th with 47% in 2011. Am I eligible to give JEE exam?

No, you are not eligible for JEE exam, as you can give Mains exam almost 3 times and advanced almost 2 times and in consecutive years, and secondly you are not eligible as your class 12th percentage is less than eligibility.
