I did my B.Com & MA public administration with 80% and currently working as a teacher with 1-year of experience. Can I apply in IGNOU?
I don't understand what training is provided in-service teachers in elementary education? Am I eligible for B.Ed from IGNOU?

Yes, IGNOU allows all to apply. Select a course and then see whether there is any Experience clause. Otherwise, IGNOU is an Open Learning Institution so rightly available to you.
