I did my Diploma in mining. I want to join B.Tech. Which college will be better for the same? I am financially weak.

You should have a good score in your Diploma of at least 70% and also, you can get admission through CET exam in Andhra Pradesh universities if you score well.

If your percentage in Diploma is more then 70% then you can get your state government college directly. Also, you can go via ECET exam.
