I didn't attempt VITEEE exam but I scored 30k rank in Andhra Pradesh EAMCET and I belong to SC category. Can I get into VIT AP?

If you want to get VIT Andhra Pradesh then the rank for EAMCET is try to get a rank below 5000 for OC and below 10000 for OBC and below 15K for SC and ST category.
And coming to the EAPCET cut-off, as this is the first time, many students don't know about this opportunity. So the rank cut-off are not in the correct manner.
