Yes, you can apply for Anna University, but getting admission in that college is a bit tough for non-native of Tamil Nadu students. They take admission through TNEA score and this score is calculated on the basis of your class 12th PCM marks.
TNEA score=(maths marks out of 100) + (50% of chem. Marks + 50% phy).
So, this TNEA score is out of 200 and then the merit list is made on the basis of TNEA score.

Admissions to engineering colleges in Tamil Nadu are based on marks obtained in class 12th and process is centrally conducted by Anna University. But, unfortunately, admissions are restricted to natives of Tamil Nadu. I am attaching a link that will give you all the required information.
