i didnt get more than 75 marks it just 26.9 percentile ,can i apply

no it is not possible. As per the website of the institute the admission process is given as follows:-
Admission is based on IBSAT 2012 and interview. GMAT Scores (from 2009n onwards) and CAT 2012 Scores are also accepted in place of IBSAT 2012.
IBS Hyderabad accepts GMAT score of 550 and above and
