I do not hav any idea of how to start writng research paprs in computers field,and where to submit,can u pls guide me frm very initial point

At present B.Tech final year in ECE , wanted to do M.S abroad in computer science, hence to improvise my chances of admiting in best univs abroad I heard that we have to submit research papers, regarding to that point i wanted to know, how to submit papers?
