I don't have a domicile and category certificate. Can I apply for J.C.E.C.E.B counselling?

My J.C.E.C.E.B PCB CML rank is 183 and CAT rank is 36. I am from Bihar and did 12th from Jharkhand. Moreover, my father is in Jharkhand police.
