I don't have a very much strong academic record yet. What can I do to make it strong for getting admission to a well reputed college abroad.

Hi,
Germany is one of the finest study destination to pursue MS in engineering and related fields, there are many good and top ranked universities in Germany, which offers MS degree in the fields of :
Civil engineering.
Electrical engineering.
Mechanical engineering.
Auto mobile engineering and many more fields.
In order to pursue MS in Germany you need to have:
Good academic record, preferably 60% plus in graduation.
Relevant undergraduate degree from recognized university.
GRE score of 1200-1300 plus.
TOEFL score of 85-90 plus or IELTS score of 6.5-7 bands plus.

Yes a strong academic background is necessary to get through to a good college abroad. But along with that you also need to do well in GRE/GMAT/IELTS/TOEFL or any other exam as required by the university.

If you have a strong academic record, then its a good thing for abroad study. but for a better institution you need to qualify the entrance and Interview of that Institution/University and for scholarship too.
