I don't have my degree certificate, i only have provisional will it be a cause of concern for pi panel?

It is compulsory if you have completed / graduated on or before June 2015. otherwise its fine

Final year students are also eligible to apply. So not having a degree certificate is not a problem. But you need to submit your provisional degree certificate in case you get selected. Later on after joining the college, then you need to submit your original degree certificate within few months.
