I dropped Maths from std IX and currently doing XII th Commerce CBSE. Can I successfully complete the above course?

Is there any better option open to me without Maths? I don't like the subjects in Arts stream either though comfortable so far with all Commerce subjects.

Yes, there is no problem in that. If you think that Maths is your weak area, then it's a wise decision, drop the subject as it can have a negative impact on your 12th board results. Don't get persuaded by your peers or relatives.
Just do what suits you the best.
