I dropped out of IIT after 2nd-year. Is there a recognised college for aerospace that will allow me to complete my degree in 1 or 2 years?

You have not mentioned your reasons of drop out. If drop out was because of poor performance then no Engineering college will give you admission. If your Performance was good, you may seek transfer to new college.
