i failed in 10th standard. my age is know 21 yrs. can i have any chance to study any course?

Yes there is a bridge course in IGNOU for six months BPP, after passing this exam you will eligible for Graduation from IGNOU. IT is good for you join NIOS (open school) and pass 10 and 10+2 from here. Its not too hard, just do some smart labor, hope you will pass.
