I failed in 2nd year engineering. Can I continue my course in any college in Bangalore?

Bangalore is known as the Silicon city. So, getting good exposure is a must. You can get such kind of exposure in the top colleges of Bangalore. As per me, you cannot continue this course if you have failed in the 2nd year.
