    Simplest answer is YES!
But the true response should be:
Is this what you plan to do? If you hadn't failed, what is it that you had aimed? Why not reattempt 12th Std examination again,
Assuming that a deep reflection has been done for questions like this, YES- one can koi diploma program based on 10th Grade and there are various opening with this for successful career choice too.

    Hello brother,
Anyone above age of 16 can apply for photography diploma, and actually it's good to be in the field of your interest.
Start searching college and start applying.
    Best of luck.

Sorry, but you are not eligible to take admission in any college without clearing class 12th. You have to clear your Intermediate to be a part of any reputed college or university. There is one way to clear your path without wasting one more year of your career, and fulfil your dream to be a photographer and i. e. you can easily go through the exam held NIOS, which is working under CBSE (only if you had cleared your class 11th).

Yes, you can do it. Diploma is a good option after class 10th, but after class 12th, one must do graduation instead of doing Diploma. Graduation is important for good profile in jobs. So, better to get admission in B.Tech after class 12th rather than after (12th + Diploma). Even B.Sc is far better than doing Diploma after class 12th.

No, Diploma course is not equivalent to class 12th for admission in college. Good luck.
