I failed in the 2nd-PUC in 2009 & completed 2nd-year of Diploma. Am I eligible to proceed for a degree course after completing them in 2017?

You can proceed for the degree course after completing Diploma. That should save an year of yours. However, even before this, you can compete for the degree course to get admission.
