    Programming in C by Ashok N. Kamthane and also there are various other good books also. You can also watch youtube videos on C and C+.

    B.Tech (in CSE) doesn't primarily focuses on programming. CSE contains both hardware & software related subjects. If you're mainly interested in programming, then I recommend you should go with B.Tech (in IT). Firstly, before beginning you should not worry about understanding programming whether you previously had experience in programming or not. Once, your session begins, your professors will teach you programming from the ground level (at-least the basics). Here, your interest towards programming will play a mojor role.
