I forgot to download my allotment letter in UPSEE counselling 2018 and it is removed now, what should I do?

Don't worry about that. You can download it after the 3rd round of the counselling and then complete all other admission formalities. -
If you paid the acceptance fee, it is downloaded after 3rd round of counselling.

What you say will normally happen. After the last date of paying fees for that particular round of counseling is over. This is for those who do not pay fees, the seat becomes free again. However, if there is still time to pay fees, then I would advise you to approach administrator of the system immediately.
