I get 18025 rank in JEE Mains under SC category. Can I get admission in NIT-Goa for CSE? My home state is Assam .

Yes, you can but need to apply as soon as possible.

No chance in CSE in any NITS or IIITs. Your rank is too low in SC category. There is limited seats for SC in NIT and your rank is more above that. Even getting CSE with this rank is not at all possible. -
