I got 1317 rank in SC category. Can I get NIT?

Yes, you can get NIT easily and also you can get IIT. If you have 75% above in 12th then apply for IIT i.e JEE Advance then you will get IIT otherwise many NITs are there choose and apply for counseling. -

Your rank is very good . You will definitely get the college I am sure about it .
But I can't tell you exactly which college you will get. Every college has it's own closing rank for taking admission in particular branches. You can use the college predictor of Shiksha by entering the marks or rank you will get the list of the college you will get admission .
