I got 15k rank in KIIT( Kalinga Institute of Industrial Technology). Can I get admission in B.Tech?

Yes, you can get admission in B.Tech course but not in the desired branch, but then also I would suggest you to take admission in this college.

Yes, there will be different phase rounds. With this rank you may get a seat in 3rd round or so.
