No, you can't get CSE in BIT Mesra with 18,460. The cutoff for CSE is near about 11-12k rank.

You'll get chemical engineering or electrical and electronics engineering with that marks. CSE will not be possible. You have a good rank and you can also apply for the same branches in NIT's. Best of luck. -
