I got 19k rank in JEE Paper 1 and my board percentage is 70. Is there any chance of getting any NIT or GIFTs?

What is your name and where is your home state I don't know. You got 19k in JEE Mains paper 1. It is not a bad score for 2018. You will surely get NITS, no doubt about it. But, 70 percent marks in class 12th is arising question, so you may wait for JEE percentile. -

If you belong to unreserved categories, then your board percentage should be at least 75, and if you belong to reserved categories then, it is enough if you have a minimum of 65%. You may refer the link below to know your chances by the college predictor tool, in getting a college:
