I got 2 practical Kt and 1 theory in sem and got 2 theory KT in sem 2 in B.Sc IT from Mumbai University. Am I eligible to sit in next sem?

Yes, you are eligible to be admitted for 3rd sem in B.Sc. According to Mumbai University policies, one can only carry 5 KTs for the next term. Since you have 5 KTs you are eligible to get into the 3rd sem.

So you must focus on clearing these KTs before moving to 4th sem and try not to get any other K
