It is better that you clear your backlogs before you can pursue higher studies.

It depends on your percentage and the reasons why you got backlogs. If you can justify to the university that the backlogs you got were due to a genuine reason like illness, family crisis of any other reason, then you may have a chance of getting admission. The reason will the be the most important
