I got 220 marks in NEET 2019. Can I get any college in India?

According to your marks, it is nearly impossible to get a seat through All India Counselling in NEET and also, quite tough to get through state counselling but yes, there is a chance. I will suggest you to participate in state counselling for MBBS seats or you can try in private colleges if you want better facility compared to state government medical colleges. -
