I got 220 marks in UPSEE. Can I get a good college for B.Tech with low fees as I am not financially strong?

If you are not financially strong, then you will also get scholarship in AKTU affiliated colleges otherwise you can choose fee waiver option in counselling and try to get colleges like Raj Kumar Goel Ghaziabad, Sri Ramswaroop Memorial Institute, Sri Ram Murti Bareli Ghaziabad, UCER Allahabad, IMS Ghaziabad.
