    Sorry, I didn't understand your question, there is two different institutions, one is Kalyani Government Engineering College and other is Kalyani University, You can easily get Electrical, ECE, Mechanical and IT department, I don't know about Kalyani University but you can try for that.

    You will surely get EE in KGEC. But, I am not pretty sure about the OBC category, it'll be better, if you can research a bit on the category part. It is sure that you'll get electrical engineering, as in 2017 it went around 2300-2500 GMR for EE KGEC.

    Yes if you belong to obc category and you have your certificate for that category then only you are eligible for that
