I got 27771 rank and belong to OC category. I prefer CSE, but I will get in NE parts like Mizoram, Nagaland, Agartala NITs.
Option 2 is at present I got1111 rank in local EAMCET, I will get in Osmania University campus. Which option is better to good career opportunity?

Go for Osmania University if you don't want in the NE states. Osmania University is all good in terms of many aspects and comparable to NITs of NE.
First of all, every college is good. Everything depends on the students and how he/she is. Thus as per the question, my answer will be if you choose NIT, then go for Agartala or Silchar, else choose OSMANIA University. -
