I got 28k rank in NCHMCT JEE exam and belong to SC. Am I eligible to take admission in IHM Mumbai, IHM Kolkata, IHM Bangalore?

Your chances are extremely slim for the above mentioned IHMs. But there are other IHMs you could try out.
