I got 31000 OBC rank in JEE Mains. Will I get a seat in NIT?

I'm looking forward to pursue engineering in NITs.

No, but you won't be able to get a seat in NIT. Moreover, trying for lower NITs with some unknown branches is not worth. Kindly go for private colleges, universities or try for a year drop.

Sorry to say this. It is very difficult to get into NITs with this rank. You can try for B.Tech in Biotechnology in NITs. Such rare courses have less competition.
