I got 38913 rank in obc catagoery, i am a male, can i get any nits or vellore or any among the top colleges?

    Around 18000-20000 rank under 1st category is required in viteee to get admission in vit vellore at least. For the CSE branch, 5000-6000 rank is required. Though you can get a seat in a different department rather than CS. Go through the concealing process and opt for the options as per your interests.
