I got 40 marks I belong to open category, can I get admissions in top 15 colleges for B.Tech?

Top 15 colleges for B.Tech. The list would be completely dominated by IITs and NITs and some other private institutes like BITS pilani. But nonetheless you can't make it in any of them with 40 marks regardless of whether it is in JEE Mains or in JEE Advanced.
