I got 40k rank in LPU. Can I get CSE?

Though there are posibilities beside your low rank. Have CSE in your first preference while counselling and Electronics and Communication in second. Try to push CSE till third round as till third round there are 80% percent chances that you'll get CSE. Also, you can get CSE in second or first round
