i got 50% in 10th and 70% in 12th com ,can i apply for B.E..?

Of course you can apply. Only if you are from science stream in +2 with subjects PCM(Physics, chemistry, maths). You have to sit for various Engg entrance exams(CET) held by various universities that provide BE/B.Tech program..
