I got 58% marks in my 12th boards CBSE and 47% in my pcm.I want to do Btech from Cse.Shall i proceed or drop my one year for improvement?

You can try for admission in private universities like LPU, Manavrachna, Chitkara etc. In case you don't get direct admission then they have their own test for admission clearing which you can get admission in B.Tech.
