The eligibility of B.Com Hons is 60% in 10+2 with English or equivalent.
So it seems unlikely that you can be offered B.Com Hons, however, LPU has some relaxations for few categories such as:
1. 5% relaxation to North-East states and Sikkim candidates/ Defense Personnel and their Dependents/ Wards of Kashmiri Migrants
2. 10% relaxation to outstanding Sports Persons (i.e. A/A+ category as per Sports Scholarship), Subject to verification from Selection committee* of the University
If you fall in any of these categories, you may get admission, but if not, it will be better to g in for B.Com, the eligibility for which is 50% only.

For a candidate, who has not studied English as a subject, the condition of English may be waived off provided the candidate in his qualifying exam has studied in the English medium. (5% relaxation to North-East states and Sikkim candidates or Defence Personnel and their Dependents or Wards of Kashmiri migrants.) There are qualifying percentage relaxation opportunities are there like, 5% to North East states and Sikkim candidates / Defence Personnel and their Dependents / Wards of Kashmiri Migrants.
In case above mentioned qualifying percentage relaxation is not applicable to you then you can even do B.Com course (Eligibility 50% with English + LPUNEST).
