I got 60% in cbse +2 non med but 83% in 10th, is it possible to apply to universities abroad with 10th class %

Is it possible for me to go abroad and study without any family member living there?

You have to show your transcript transcripts from grade 9th till 12th . you can apply with 60 percent too just that not all high ranking colleges will accept this score unless you are exceptionally good in some activity that they would like to see
